Resolved! Upgrade tv/internet but odd express set up fee of $240

I tried to do online a plan change for intenet/tv...when it comes to final step before submitting.. a square shows an "express setup fee of $240"..I called in and after 40 minutes agent couldn't figure it out either...said I could proceed and look in...
