I was a Rogers customer before. months ago, one Rogers rep knocked on the door to notify me that the FTTH is available at my address and told me someone will come to. install FTTH for me if I switched to Rogers interenet.
and I also saw some workers laid the fiber cable to the side of my house. but currently, when I called the Rogers customer service, they had no idea about FTTH, still ask me to use coax if I want to use Rogers internet.
which department or person should I contact if I want to use FTTH Rogers internet ?

Does anyone think Rogers might run a fiber to home with a brand new subdivision going in right behind my house? In town location with current bell dsl and xplornet and the 100gig phone plan on 2 lines for 500 a month from rogers. When non essential construcrion restarts, could this be a possibility? So far I have asked Rogers reps and maintenance dudes and the install techs and CSRs if rogers will run to my address, they all said "I do not know", "No they will not run it" and "you already have 2 isps why rogers?".

Unfortunately, the chance of this happening is virtually zero. Think about all the people out there whose immediate next-door neighbour is scheduled to get FTTH but they cannot, and have to wait because fibre installation crews need to stop somewhere. That makes special-case installations out of the question. In your case, it's unlikely that they would even be able to get a permit from the municipality to run fibre through backyards even if they had capacity on the OLT to provision service for you. FTTH installations need to be done in a consistent, standard, proper way. It just causes too many problems (or potential future problems) otherwise.

Fibre to the Home Installation, is this still happening? Before the pandemic hit a representative from a third party company came around my neighbourhood and was talking about this:

I added my name to the list at the time and my area was scheduled to undergo this construction in the spring of 2020 then the pandemic hit. Needless to say I just figured Rogers cancelled all the installations because of the pandemic until I found the above article this morning.
I'm wondering if this is still a thing that's actually happening?

...but things do seem to be progressing slowly.
I'm in a similar situation. Two years ago, construction signs went up in my subdivision informing us that Rogers network upgrades were underway. The crews started installing conduit and fibre to upgrade the access network but stopped work in the Fall of 2019. I am still waiting for work to resume.
If you start to see crews doing underground locates, and see temporary survey marks (Pink paint) indicating "FO" (fibre optics) and a directional path, that's a good sign. Even better if they start to do locates on your property.
I have not had any luck getting any kind of an update. The construction schedule for my area has not been updated in quite some time, at least not the schedule that any of my contacts have access to.
