Horrid lag & buffering loading any high bandwidth webpage?

On Ignite 150. Speed tests show >400, upload >30 which is higher than advertised speed.

But high  bandwidth websites (youtube, Instagram, Flickr, Deviant art, etc)  takes >2 seconds to load completely,  as if on dial up.  Factory reset,  regular reset, power cycling, changing DNS servers, connecting ethernet instead of wifi, makes no difference.  (Browsing on wifi phone has lag too). Virus scans finds nothing. Other browsers (Edge or Chrome vs Firefox) makes little difference. Modem from Rogers is only a month old.

I can't confirm that.  Flickr and Deviant Art load instantly for me.  Tested at my parents house (150 Mbps service, standard Rogers installation) and mine (1.5 Gigabit service, about as far from a standard Rogers installation that you can get) .  I have DNS over HTTPS (using CIRA Canadian Shield) enabled on Firefox, which slows the initial page load slightly compared to the Chromium-based browsers that I test with.

I run with few (if any) browser extensions and do not do anything (such as enabling experimental features) to improve performance.  I actually disable things such as predictive loading which, if anything, should make web pages feel slower and less responsive.

Disabled already as it was slowing web browsing too much.

Unistalled/reinstalled Firefox. Runs bit smooother at first but than starts lagging again. Flushed DNS, & used bleachbit/ccleaner, again persists.
