I'm guessing Rogers want to use the channel digit for the current HGTV and Food Network for there own version of those channels. and use new digits for Flavours and Home, For the brand name perpective it does make sense doing it that way.

Any resolution? I have the same problem. Rogers told me they found an Ohio phone number but cannot address. Seems like a text scam workaround since I can’t block phone numbers.
