I have the ignite 500 package. Bizarrely... Rogers speed test reports speeds of 10 to 25 Mbps while speedtest.net is reporting speeds between 125 and 700+ Mbps. Any thoughts?

Have you tried downloading anything to see if you're getting close to your 500mbps throughput in a real-world scenario? Speed tests don't always give us the whole picture.
Are you having any other issues such as dropped frames while gaming or troubles streaming? Are you losing connection intermittently? Or are you just concerned by what your speed test results are saying?

Our maintenance teams tend to handle bigger repair jobs that are too big to be handled by a single field tech.
If that's the next step that has been communicated to you, you're well on your way to a solution.

It's been a weird and wacky year all around, but as far as internet goes, this month hasn't been great. Our contract with another provider expired beginning of September, and I took the opportunity to switch over to Rogers. We were offered a promotional price on the 500 Ignite, and the sales agent said this was because we had students in the house. The rate would hold for 1 year, and then we could look for other offers down the line.
This was great to hear, and I was happy to know that my brother and I could do Zoom classes online with reliable internet for a low affordable price. Sign me up!
The installation process wasn't pretty. We told sales at signup that the house had never had Rogers service before, yet we were told we could do a self-installation. The first install obviously failed, since we didn't have a Rogers line coming to the building. Second install a week later went well. Because of this, I also wired up my new (other) house with the same plan. This time I stressed to sales that we were "unwired" and needed to be wired up and couldn't do a self-install. No problems.
Then, less then a day later, internet becomes spotty. Max speeds can hit 400-500 Mbps as advertised, but the wifi network will shut down and restart every few hours or minutes, completely at random. My brother escapes to my new house because he can't afford to have spotty internet; midterm season is coming up. I myself haven't had any problems, but the moment he gets here and we connect a total of 7 devices to the network, it's happening at my second house too. Hours of speaking with tech support and even calling techs out, still no one know why it keeps dropping.
Here's the real kicker: we find out our upload speed is capped at a whopping 20Mbps. In 2020, the year of the pandemic where everyone and their moms are on Zoom. Where the only social interactions you get on a daily basis are through a webcam, and the second wave (at least in Ontario) is poised to hit.
We. Have. 20. Mbps.
No worries, I'll pay more I say. A quick 50 or even 100 Mbps should do the trick, at least until the pandemic subsides and I'm not glued to my computer. But get this- Rogers doesn't offer anything more than 30Mbps, and that's on their Gigabit plan (going for $109/mth). My old provider also contacted me with a customer loyalty offer to come back for $105/month 500up/500 down, with $20 credit/month for the first year.
So I guess what I have to say is.... Rogers, convince me to stay.

Does this problem only occur when your brother brings his laptop over? A few people, who just bought new laptops, have reported similar issues where their Wi-Fi drops when their new computer connects. (Please see my post from earlier today in another thread with more details.) I don't know where things stand in terms of a fix.

20 Mb/s is not an arbitrary cap. It's more like a design limitation, and the current state of Cable Internet today. It's asymmetric, and designed for a time when users required high downstream bandwidth to support video streaming, etc. There simply is not much upload capacity, and there are even stories of users getting their upload rate throttled even further if they upload high volumes of data.
Rogers (DOCSIS 3.0/3.1) Cable Internet still out-performs Bell's (DSL / VDSL-based) Fibre-to-the-Node service by far. Now they need to start deploying newer technologies that can compete with Bell's (GPON-based) Fibre-to-the-Home service.

I want to say yes but seeing as how he's not at the other house right now and I just got notice from my parents there that the internet is still dropping, I don't think that's the issue. The devices they have connected are all on 2.4GHz, super old models. The issues at my new place seem solved though, for now.
Re: the upload speeds, I get not everyone needs high upload speeds normally. But especially this year with everyone on Zoom for work and classes, a normal family of 3 or 4 can easily max out that 20Mbps. Not to mention that higher upload speeds are standard with Bell (despite the higher prices, yeah I get it).
I've always used FTTB/FTTH so I can't speak to Bell's FTTN.
Regardless, I don't see how I'm supposed to survive the rest of 2020 (and potentially 2021, given the way things are moving) on 20Mbps up.

As mentioned, the issue is caused by the limited amount of upload bandwidth. Everything going up, Internet, home phone and more has to fit in the spectrum below the analog TV channel 2 which is 54 MHz. Cable was superior to ADSL, but now the companies are moving to fibre. You'll have to wait for that, to get significantly better upload. Hopefully, the issues caused by COVID are temporary.

recently the internet speed is very slow. speed test now renders only 10.48 mps download. I work from home as a lot of people. I can't even hear people right on conference calls.

Because the computer I was running my pfsense firewall on died recently, I am unable to test to 500 Mb. However with an old D-Link router I am getting about 40/20. What area are you in? The problem might be something local.
When you run speedtest, are you connecting directly to the modem? Or passing through a router/firewall? I trust you're not using WiFi.

I got the 1 GIGABIT package and only get 200-300 MB
my router has hit 1k before, so this again is a rogers throttling issue.

I have been having issue with my home internet. (package 500/20, ignite)
I am getting roughly 1-2 mbs upload speed on my pc on ethernet connection (180 mbps down, 1-2 mbs up)
and wifi (500 down 1-2mbps up). My pc supports a gig ethernet and i have recently bought a cat.6 ethernet cable as well.
(At randomly, i get the full speed sometime around 4am and last for 10mins and go down to 1-2 mbps upload speed)
I have escalated the issue for the past 1-2 yrs and I was recently informed that there has never been a report regarding the maintenance issue!
what a surprise!
I have been contacting the support team over and over. Whenever and how many times I contact them, they always ask me to restart the modem. (already swapped the modem several time!
Please escalate this issue to your upper level team and ask them to move on to fix the issue!

Just for our sanity, i know it may sound redundant, but can you post your signal levels here, so some of us other users (not rogers people) can confirm that if its a signal related or not? A least to rule that out.
IF there is something there, would then mean to best get a tech out to test /replace things (cables, splitters, connectors) to see if it improves. IF they are not able to fix it that way (say if the see the same issue right at the tap where it splits off at the street), they can escalate it to mainteance.
(Sorry if any/all of this has been done already, as you did not flesh out your complete support things you have tried)
