I have been contacted by a customer representative who claim to be from Rogers Christmas Promotions; I was offered a iPhone 15 with a modified Monthly plan. Device was sent, device received, was rolled to call to activate so the promotion can be attached since I wish to keep my number. CR said the IMEI is not correct na d he cannot activate the device for me as it was supposed to be for another client, apologies for the inconvenience, received email with UPS shipping label to return device, you will receive your device in a few days after returned device is received, no new device was sent out but am charged by Rogers in my account for an iphone15 - the number that was calling to offer me the new phone is not available any longer… Not sure what is going on..

There are other posts in the forum, exactly the same as yours.
Contact the moderators at @CommunityHelps to start the ball rolling for a fraud report and investigation for your account. No doubt Rogers will insist on payment for the phone at the present time. Work with the moderators and the fraud department to sort this out.
When you're logged into the forum, follow this link to the @CommunityHelps page. On that page will be a link on the right hand side to Send a Message. Follow that link to the message composition page. The address will fill in automatically. Fill in the subject and details and when the message is complete, hit Send Message at the bottom.
When you're logged into the forum, look for a number overlaying the envelope symbol at the upper right hand corner. That will indicate that there's an inbound message for you. Follow that envelope symbol as it serves as a link to the message inbox and outbox. From the response in the inbox you can then message back and forth as required.
To send anyone else on the forum a message, including @CommunityHelps, hover your mouse over their user name and a popup will appear with a link to send a Private Message. Follow that Private Message link to the message composition page and as before the message addressee will fill in automatically. Fill in the subject and details and hit Send Message when you're ready to send the message.
Call Equifax Canada and Transunion Canada.
1. confirm your personal details with them to ensure that the crooks have not changed any of those details without your knowledge
2. have them place a note / warning on your file that you are a confirmed ID theft victim. That will stay on file for 5 or 7 years, don't remember which one. That note should indicate that they are not to provide any credit approval or report for any request, without your direct approval. That would require a phone call or email to you for approval.
3. ask for a credit report. I believe that they are obligated to provide one report without you having to sign up for their service. Check that report for any accounts that may have been established without your knowledge.
4. Be prepared to demand the withdrawal of any negative credit reports for accounts that you did not set up (the result of scammers using your credit rating) and any accounts that you know are fraudulent.
Edit:
1. On a device that you trust, log into your Rogers accounts and change the passwords.
2. Ensure that you have a PIN setup for each account. I don't remember if that is done online or if you can only do that via the moderators.
3. Submit a report to the Canadian Anti-Fraud Centre:

4. Consider a report with your local police.
5. Write a report to yourself, which can be used to submit information to Rogers, the Canadian Anti-Fraud Centre and the local police.
a. Include call dates, times and details of the calls.
b. Take screen shots of your Rogers Account, as it currently stands with the scammed cell phone and charges to the account.
c. Include the details of the return shipping, including the address. I would submit a report to the local police that has jurisdiction over that address, just to see if they would be prepared to do anything.
d. Include any detail, no matter how small or trivial you might think it is. You never know what might turn out to be important.
6. Scan any device that you normally use for Rogers log-ins, looking for spyware or malware.
