When I download a recorded tv program onto my device and return it, the system still shows it as on the device under recordings but it is not there. I am stuck until the download expires.

To wait until the download expires even after returning the program is certainly inconvenient. Is this happening persistently?
I suggest trying syncing the PVR by navigating to Settings > Device Settings > Sync PVR. If this is not helpful, please try System Refresh. Press the “A” button on your remote, scroll right and select “System Refresh”.
