I understand your concern regarding the 5G speed of 25 Mbps and your recurring problem. Several factors can impact the speeds; like being indoors, or outdoors, static or moving, distance from the tower, physical obstructions such as buildings, trees, and interferences from other devices or networks, etc.
I suggest checking the network status and reporting the issue if you have not yet. It can be done through MyRogers app > Support tab > Network Aid.
