Trip or choke hazard?.  How can this network upgrade be left like this.  Minimum wage contractors.

May not have been purposely left open (unless you watched them leave it it way).
Have seen many times where they have left the boxes UNLOCKED.
Might have been left unlocked, and anything that even bumped into it (Kids, dog, etc), Might have knocked it open.

I'm sick of and pretty disappointed in the state of the outside wire network around here.  What you see in the picture is an extreme hazard.  Some kid rides his/her bike down the sidewalk, goes on the other side of the box and catches the wire around the neck could result in a serious or fatal injury.

The core problems here are many.  The wires here were buried forty years ago.  They are waterlogged and not current technology.

Rogers owns the street, they should put fibre in the ground here.

It's not the box that bugs me.  I put the cover back in place.  It's the wire that goes up into the tree.  In the past these kinds of upgrades have gone under the ground over to the pole, and then up along it.  Removes the choke hazard..

This wire will be here for years, maybe the bury money is in next year's budget, or the year after.  One of these wires was there for three years.  But in this case I don't think it will make it.  80 nine year old boys go past this mess every day to the school down the street.  They are already swinging on it.

This issue was reported today as you suggested.  I hope a kid doesn't die tonight...
