How do I unblock Norton VPN (ports 500, 4500)?

Norton Secure VPN needs access to UDP ports 500 and 4500 to connect to the VPN servers.

If you are connecting to a VPN you should not need to open anything.

Those are outbound connections.  Check your Windows firewall.
