The downstream latency on all my wifi connected devices is over 300ms, Ethernet connection to the modem is 8ms. Signal strength and distance aren’t the issue, I can sit beside the modem with my iPad and iPhone and the wifi latency is still over 300ms. Does this mean it’s time to replace the modem?

In this case it was the modem's fault. A Rogers tech replaced the modem and the WIFI latency is now down to 38ms.

I wouldn't jump straight to assuming the modem has become defective in this case. It could be due to external wireless interference in and around the home.
At the very least, we know it's not an issue with the overall service since your Ethernet connection is fine.
