Many Tech's have tried, over the phone, came to home, etc. But conclusion is problem is TV!?!?!
TV was fine prior to getting Rogers Ignite.
I have also learned that several others have had the same problem.
Apparently, there is no solution but to get a new TV. I bet that if I go with another provider, my TV will work just fine!!

@khumber Samsung TVs are notorious for horrible picture quality when their "picture clarity settings" are left at their defaults:

When I tested my new Samsung 4K TV, my initial reaction was, how can they possibly be a top-selling brand with picture quality this bad? However, things got much better after dialing down the picture processing and motion smoothing options, that are supposedly there to improve picture quality.
