a few weeks back i upgraded to the ignite tv/inernet with the 2yr locked in price
now i see when i log in that there is a newer offer that is lower then what i am paying now and was wondering would i be able to have that lower offer or will that mess up my 2yr current locked in package price that i am paying now?

Is the new offer better than your "2yr current locked in package price"? If so, and you are within a grace period where you can make changes, you should be able to switch to the new offer with the new pricing. You may also be able to back out of the 2-year lock-in and switch to month-to-month pricing. (If you are on a 2-year plan, not month-to-month, you will need to pay an early-cancellation fee if you cancel before your contract ends.) Before making any changes, I would contact Rogers first just to make sure that there are no surprises.
