I was having trouble with the voice remote function on the Family Room TV. It was intermittent at best. I thought I would switch remotes with the Upstairs TV where the voice function doesn't get used at all. Both are Samsung TVs.
I unpaired both remotes I went through the unpair/re-pair process several times on the Family Room TV but wasn't getting the prompt to enter the 3 digit code for the voice pairing. Turns out it was displaying on the Upstairs TV.
Any suggestions on how to resolve? Is there a deeper unpairing process where the remotes will forget the Samsung TVs? Should I swap the STBs and relabel them? Thanks!

I swapped the STBs and remotes on 2 Samsung TVs and now voice control is working on both TVs. Strange.

It may be that the two boxes are too close in proximity.
Please try factory resetting one more time, pull the power to the box that you don't want to pair to and only power on the box that you want to pair to.

I unplugged the other 4 boxes (we have 5 in total) but the 3-digit code screen is still not showing on the TV/remote combo on which I'm trying to set up voice control.

Make sure you're using the instructions for the correct type of remote.

Yes those are the instructions I'm using. I have all XR11 remotes.
I just tried it 3 more times and the 3-digit code prompt showed up on 3 of the other TVs but not the one I was sitting in front of.
