I'm trying to change the caller id on my wireless accounts, the link you have provided is overdue and useless. The video you have shared was from 2020 and via mobile app.
When i try to login on computer, there isn't an option under quick links to choose ''Change My Caller ID''.
I seek help on this one, and please update your page.

You can try calling or using chat to make the change if you can't do so in your portal. Otherwise, you need to make a complaint with the Office of the President, who can do this for you.

It's there but limited within your My Account portal. But like with a lot of things Rogers is doing these days, they're removing network or calling features.
