@kwGuy Your signal levels all look okay. The power levels on your Downstream channels are on the high side but still totally fine. Ideally, they should be as close to 0 dBmV as possible but they are not alarmingly high either. Signal-to-Noise ratio is healthy. Don't be alarmed by the high number of Correctable Codewords errors on your downstream OFDM channel; that's totally normal. You don't have any Uncorrectable Codewords errors, which is great.
On the Upstream channels, I would like to see the power levels closer to 40 dBmV but yours are still within acceptable norms. Only Rogers can assess the health of your upstream channels.
I don't know if any of the Rogers techs installed attenuators or did anything to fine-tune your signal levels. Regardless, your signal levels are fine and I don't see anything that would drop throughput.
Your channel configuration is also fine. Some astute people may question why you only have one downstream OFDM channel and no upstream OFDMA channel. As far as I can tell, that's okay, and a stable configuration to be in. I am in a similar configuration after Rogers upgraded my old fibre node and migrated my neighbourhood to R-PHY. The loss of the old OFDM channel (at 216 MHz) should not have any impact on your speed.
@kwGuy looking at your speedtest results, there's a permanent dip in the results after November of last year. So, obviously something is amiss. At this point, just to rule out any problematic laptop update: if you have a work colleague, friend, or relative with functioning gigabit service or higher, invite your laptop to their home for an ethernet connected speedtest. Usually a bribe in cases like this will do wonders. Benchmark the laptop performance to ensure that it will still support 900+ Mb/s. If so, then its over to Rogers to find the problem, but, at that point that takes one issue out of the picture.

Just out of curiosity, are you using a Mac or a PC? If you are a Mac user, keep in mind that while most USB Ethernet adapters will work, macOS only has "proper" drivers for just a few chipsets. If you are running with a generic USB CDC-ECM driver, performance on macOS will not be great, and some 2.5 Gigabit Ethernet adapters run in "Gigabit Ethernet" mode.
@kwGuy Please unplug your.3rd-party network gear and test your speed using nothing but a single computer that is Ethernet-connected directly to your XB7 gateway.
Please double-check that you are using an 8-wire (4 pair) Ethernet cable that is in good condition. At short distances, any Ethernet cable will do. Also, log into your gateway, go to "Gateway > Hardware > LAN Ethernet" and confirm your Connection Speed.
@BlueJays16 Definitely try retesting with Bridge Mode disabled on your XB7. In the past, users have reported issues (here and here) where their link throughput dropped with the Ignite Gateway in Bridge Mode. It only manifested with certain network gear and only occurred for those with Gigabit Internet connections. Everything worked fine with the Ignite Gateway in "gateway" mode.

The links are related to XB6's but they may inherent the same issues on XB7. I didn't know you can route to the modem at 10.0.0.1. That will make it easier to switch from gateway and bridge mode. I will try to some testing when i get home in Gateway mode and the PC with 2.5Gbe NIC directly connected. See if that makes any difference.
It would suck if that's the case where hte XB7 does not like bridged mode.
There are so many similarities between the Technicolor XB6, XB7 and XB8 and I'm pretty certain that their firmware is built from the same source tree... and, YES, they have shared bugs in the past.
However, if you can confirm that a performance problem is specific to bridge mode, there are escalation paths to get such bugs replicated internally within Rogers and reported to Comcast.
@BlueJays16 can you check the sync rate for the card. On the windows pc symbol on the lower right hand corner of the task bar, right click and select "Open Network and Internet Settings". When the popup panel appears, select Properties and then scroll down to check the Link Speed (Receive/Transmit). Is the modem syncing with the card at 2500/2500 Mb/s? That's another item to consider in this problem. Syncing at 2500 Mb/s and not running at higher speeds is one issue, not syncing at 2500 Mb/s is another issue.
What happens with the data rates if you connect to one of the modem's 1 Gb/s ports?

Speeds can also relate to peek time, however, still 1/3 of my tier speeds.
Could you please try power-cycling the modem while it is in Gateway mode and then re-run your tests?

I don't think that your signal levels are a problem.
It's interesting that you are both seeing very similar speed test results.
It's also telling that you see the same speeds with both the 1 GigE and 2.5 GigE ports.
You may find that speedtest.net will produce different results with different browsers.
It's also plausible that this could be due to a software bug in the XB7 firmware that you are running.
I have also seen that characteristic "ramp down" while performing speed tests but under different cirsumstances.
It would be nice if @CommunityHelps could get a second opinion from the product managers or the network performance team.
I also ran some quick tests with my parents' XB7. They only have the 500u service but I noticed slowdowns when testing over Wi-Fi. I will try testing with Ethernet when I visit them tonight. The fibre node in my corner of the neighbourhooh also got upgraded recently, and performance has changed, but I don't know whether this is due to the infrastructure upgrade or a problem with their software build. (My service also goes down briefly in the middle of the night, and I have seen a slightly higher number of techs getting dispatched during the day, so it would seem that maintenance is still doing some ongoing fine-runing and testing.)
One more thing: Could you please confirm that you are not running any VPN clients, Virtualization software, 3rd-party security software, or anything else that could be affecting or slowing down your system (e.g. high CPU utilization) or your network connectivity?
