How to file a Customer Compalint?

I've been here awhile

This is the second Rogers TV/Internet outage in 2 months, first outage 4 hr & second 90min. For Barrie city this is a wonderful experience when having family movie night. I see Bell Fibe service here is slightly better than dial-up (10MB) and satellite tv not existent during storms, so Roger has a monopoly and simply does not care bc you have no alternative. This is 2023, we put a man on the moon 70 yr ago and internet is still slow and unreliable. Since Rogers does not accept Customer Complaints bc they chose not to be registered to ISO 9001 QMS, I guess the best avenue is filing a complaint with the CRTC.

A couple of years ago after a major network wide outage Rogers committed to the CRTC that it would rebuild and never have a major outage again. Since then in Barrie Ont we have had 2 outages, the last one was so bad the Tech Support phone line were too busy to take the call and auto hung up the call twice.

As a former Quality Engineer for 2 major telecom companies I understand the Customer Complaint process as a key driver for improvement partly because retaining your quality certification (aka commitment to quality) is audited by your certifying body. My question is does Rogers have a Complaint Process?
