1Gbps internet. Since maintenance in neighbourhood getting less than half!

Rogers did some maintenance in my area and in the end they moved me to a different segment and at the same time they've killed my internet connection I'm paying for 1Gbps internet and I'm getting 400Mbps on average. I've tested many times on many different speed test sites and no matter what I do not get the speed that I had before Rogers did maintenance in my neighborhood. I'd like it fixed and I'd like my speed restored back thank you. I am very in tune with my network performance it did not take long to notice.
