One-time charges and credits

Hello,
We are Ukranian Family and we took Rogers simcard in AirPort.We asked many time about first charge of sim card.Workers Said that we will not pay any money to sim card and also first month you dont need any payment but today ı can see in my Bill’ One-time charges and credits‘.I cant afford this money.Please someone helps me,I refuse this bill
