Are there no plans with 10gig data or less?

I've been looking to see if I can make my bill lower and changing my plan. (My phone has been 'paid off') but when I go to plans...the lowest is $85,- with 25gb + 15 bonus gb! I don't use that much. I know Canada has one of the most expensive data charges/cell phone companies, but can it be done cheaper?
