What is the most basic Pay-as-you-go price plan?

I'm looking to activate a paygo plan, with just adding in $100/year card. 

A few minutes of calls/text is all I need.

Is there a $10/mo option?  Seems all others do but Rogers is $15 base?

Rogers used to have a $10/mo Talk & Text plan, however, I just did a search on Rogers website and see $15/mo as the least expensive option (Click the Talk & Text tab)...

no plans, I just use a 10 dollar phone card and top up with another 100 dollar card for the year and get two months free. I use the  phone to make a phone call .
