I moved to Rogers from another provider for better coverage in my area. I have an Xperia V iii which worked on Telus towers. Moving to Rogers, I have no problem with LTE/4G/5G data but cannot make mobile calls. Soon as I try to make a call I just get dead air for about 30 seconds, then the signal drops (! sign). Soon as I hang up the phone I get signal back again for LTE data. I've done the phone settings using the *#*# menu and have tried manually selecting every band and the only change I have seen is the phone immediately hangs up when trying to make a call, others just do nothing.
tldr; data works but mobile calls don't.

Thank you for the input, I will check that out.

Follow up, by going into the phone's *#*# advanced functions, there is a slider for VoLTE provisioning which is turned off, and also greyed out so it cannot be turned on. However in the details section of the phone's network connection, it shows "VoLTE: LTE" so I'm not sure what that means.

I believe I did at first but will try it again. Thanks for the ideas. I really hate having to go back to my old old phone which is 2 OS versions behind and doesn't get updates anymore, but it works.

I decided to do a full factory reset on the phone, and it did not make any difference in the settings - still no VoLTE available. I think the only remaining solution is to call Roger's tech and see if they can add VoLTE provisioning based on the SIM and IMEI.
