Secondary Router with Internet Access

When there was a Roger internet outage last Thursday I discovered an interesting situation.

1. My wifi Windows laptop showed the global symbol indicating connected to router but no internet access

2. My wifi connected (IPv6 disabled) TV indicated no internet service

3. My wired connected Windows desktop showed no internet access.

All normal. I have a secondary router that is wired connected to the Rogers Ignite modem. It is used for IOT devices and it the internet was active from it for some devices on it. Two wifi connected thermostats indicated no internet, but two Google wifi connected speakers were fine. Switched the wifi IPv4 on my laptop to the secondary modem and internet was fine.

What is going on and how is this possible?

If you check out the long thread on the outage, it appears the issue was a DNS Server:

Although I'm not an expert in this area, perhaps what was happening with you (and many others) is that your internet was directed to a different server/portion of the internet.
