Request to Bring Rogers into our Neighbourhood

I live in a small sub-division where it seems as though Rogers was "almost" made available (there is coaxial cables run) but for whatever reason was never completed.  I believe that Rogers is available on one of the main road arteries about 1.5km from the start of the neighbourhood but we are currently not connected to any of that infrastructure.

What avenues/facilities are there to try to get Rogers to bring the service onto our street?  Many of us are currently using currently using Starlink which has been wonderful but obviously does not currently compete with Fibre speeds (yet).
