Fluctuating upload speed

Hello,
We've just renewed our Internet plan with Rogers after 2 years, and I have been streaming games live on Twitch with no issues until recently. Particularly on peak hours, our upload speeds would drop to single digits causing my stream to lag and disconnect.
We've contacted support numerous times and have send two technicians over, the first one did some rewiring and the second tech replaced our router, but the upload speeds are still inconsistent.
We're paying for 1.5gb up/50mb down and on evenings we get readings like these:
It's very difficult to diagnose as these fluctuations can last from a few seconds to several minutes, and we've been having this issue for several weeks now and I haven't been unable to stream because of this.
I could use some help with this. I am based in Toronto, pretty close to the head office, so this is infuriating, not gonna lie.
