Download Speed 3.07 MBPS???

Our internet has always been hit or miss for the Wifi, but recently even wired connection is terrible. Playing any video games i have packetloss up to 10-12%.

Speed test shows download speed of 3.07 mbps and upload of 945mbps.

No vpn connected. 

Tried unplugging modem and replugging

Rebooted the modem via app.

No fix. Can anyone provide me with troubleshooting tips?
