I use Rogers Cable Gigabit connection.
The www.ixbt.com is not reachable for me.
It works if I use other connection, but not for Rogers Cable.
DNS flush did not help.
Does it work for you?

The problem was with the "Jumbo Packet" options of my network adapter.
Once I've disabled it, the issue has been resolved.

I've used some online checkers and the web site is up for everybody but me.
If I try to connect directly using ip 91.208.42.67 it does not work as well.
So it is not DNS issue.
If you are on Rogers Cable, could you please test if it works for you and let me know?
This will help to figure out if the problem on my site.

Could it be blacklisted by Rogers? How to check if it is the cause?

I clicked on your link in post 1 and was able to get to the website. I'm with Rogers. Perhaps you have some sort of setting on your computer, or whatever you're using?
With it being a Russian site, I can understand why it may be blocked by something, but as I stated, I was able to get through using my Mac Mini computer using Chrome browser on Rogers Ignite. Have you tried a different browser?
Here are some other tips for problem websites:
