When using the Home Connect App, you can restart the entire system - Gateway and Boxes. This will typically take about 6 minutes (even though it says it can take 12). This may turn the TV on/off if HDMI-CEC is enabled on the TV and the box connected to that TV via HDMI. However, this is not the same as a "restart/reboot" of the TV itself, which you would need to do using the TV's remote and the instructions in the TV's operating manual. Usually that may only happen when you update the TV's firmware. - depends on the TV make/model.
