Rogers Suspend Problem

Hello, I'm Tuncay, I just came to Canada. I bought a line from Rogers 1 month ago and was told that I could buy a new phone 1 month later. When we arrived today, I applied to Rogers for a phone call, my application was denied and my account was suspended. in a way I don't understand.
