Roaming charges in Canada when close to the us boarder

I've been around

Received notification that I was roaming while in between Sutton and Abercorn in the eastern townships.

I called to complain and find out how to avoid. Apparently if no calls are made or text sent or received no charges will occur. 
what are we supposed to do, I have friends living in this area, are we supposed to turn to phone off or put on airplane mode if close to the us ??

You go into your phone's cellular settings and turn off "auto" for the network selection (or similar depending on the phone) and select Rogers instead.  Obviously if you're not near enough to a Rogers tower your phone may not work.  When you want to roam for an emergency or travel, you change the setting back to Auto.
