Are you using What's App over WiFi? If so. The app has the ability to override airplane mode and connect to cellular, which would lead to roaming charges. This is solely a What's App issue and has been an issue for over a year now.

Re: Roam like home charges while on airplane mode

My sister who has Roger's was charged for 2 roaming charges when she had her flight mode on. The Roger's customer service said if she's uses another persons Wi-Fi Hotspoti it could override the airplane mode, and connect to roaming towers. Everything I've read about airplane mode says this doesn't happen. That while on airplane mode no cellular tower can be connected. Does this only happen with Roger's?

You are correct that if you put the phone in airplane mode, you cannot connect to a cell tower and therefore shouldn't see any Roam Like Home charges, however, it appears that if you utilize the WiFi calling option, then you can be charged depending on what you do. See the last FAQ of the following link:

https://www.rogers.com/mobility/roaming/billing

"Will I be billed for roaming if I use WiFi Calling to make or receive calls on airplane mode?

Using your device to make a WiFi call or send a text to a non-Canadian number while travelling will incur roaming charges, such as the Roam Like Home daily fee.

If the number you’re calling or texting is outside the destination you’re roaming in, you’ll also incur long distance charges.

When using WiFi Calling, you won’t be charged for incoming calls or calls back to Canadian numbers, including checking your voicemail.  "

There may be other similar instances, but that's all I found for now.  So Airplane Mode is no guarantee if you utilize other phone plan features...

I cannot speak to the issue of Hot Spots.
