Connected for Success

I am investigating the Rogers Connected for Success program and I do have one question.  Is home phone service included in the pricing or is it something that would add to the monthly cost.  Generally I felt that home phone was something that Rogers includes in any Internet/TV Bundle at no extra charge. 

Anyone familiar with this?

Rogers Connected for Success offers high-speed, low-cost internet to rent-geared-to-income tenants of a non-profit housing partner organization, eligible individuals receiving provincial income or disability support, and seniors receiving the Federal Guaranteed Income Supplement. This is one more way Rogers is committed to bringing affordable internet to thousands of Canadians. Based on my knowledge of the program, it helps provide eligible customers with special discounts off of certain internet packages.
