Billed for services before activating SIM

I've been around

I'm a new customer with Rogers just switching my account over I received my sim chip 3 days ago and started in my phone and received a disconnection notice as I've already been charged for a month worth of billing my first month was supposed to be free and obviously was not cuz they had all these other charges applied for startup and such so I received an 89 Bill and it was supposed to be paid before I even received the sim chip and started the services for a free month I'm finding this very ridiculous and wondering why I am charged for a month that I didn't even have the services at all let alone the Sim chip to be able to access the services are you able to fix this cuz I'm not impressed with the fact that I'm having to pay for services that I did not receive it couldn't receive or did not or was not able to use thank you

You might have your definition of "service" misunderstood.  Your service starts from the point of your account or that service is initiated on your account.  Not when you receive your SIM/eSIM.  Not when you activate your SIM/eSIM.
