I was watching a program on my iPhone that has DTV. A voice describes everything the person is doing and it's annoying to say the least.
Is there a way I could turn it off in the iPhone settings?
I know how to turn it off through the TV menu but not on the iPhone.

I went to the Rogers Store and they turned off the setting for me.
This is what they did, if anyone is interested.

A quick search of "Descriptive Video iPhone" on the web found the following link:

If you turn it off and it's still present, it could be an issue with the broadcast itself, which happens from time to time. You would need to contact the broadcaster in that case. This would be easily tested by switching to a different broadcaster/programme.
What is the source of the programme? Are you using IgniteTV app?

Yes, audio descriptions are turned off in the setting.
The source is a cooking show.
I am using the Ignite TV App.
