While watching some recorded TV programs, the sound quality is poor. Periodically the dialogue breaks up, at times going silent. I have reverted back to live TV to see if it was a data transfer issue, but live TV is fine.
Is this an ignite box issue?

I used the Abc Buffalo feed each week, so tonight for Csi Vegas, if I have enough room on my PVR, I'll record the global east, global west, cbs buffalo, and cbs seattle (prob not simsubbed via Rogers) feeds to see if any glitches appear in the same places, or not at all.
Keep in mind that as the hiccups are often quick, and not too frequent, you need to watch the entire show to notice the problem ... Which is probably why there are not widespread reports of this problem.
I also just tried recording the last few minutes of The Talk as a test (also simsubbed by global), via the cbs buffalo channel, but it was fine (although I skimmed through the commercials).
I haven't watched much of global since they amazingly stopped showing their annoying global logo onscreen (but they still have their show promo snipes appearing from time to time onscreen), so perhaps that little change has somehow altered the way my PVR and the OP's ignite recordings get affected by the simsubs. I don't watch Home Economics live when it airs, so I don't know if the brief audio hiccups or glitches just affect my PVR recordings.
How about a nice game of Global Thermal Nuclear War?
(Wargames movie reference)

SD Channel 129, Chex 2 has the same garbled audio for live broadcasts of these Global shows.
However, SD channel 118, Global-C (perhaps Calgary) showing CSI Las Vegas has perfect audio, as does both hd versions of Global Toronto and the hd simulcast on CBS Buffalo.
I never watch the SD versions of those channels, but it looks like Rogers is having problems receiving some Global feeds as well as the simsubs for them. Perhaps that's why the Hamilton Global or CBS feed that the OP is using for ignite is problamatic.
So most likely Rogers needs to look at all their Global feeds for both Ignite and legacy, and also better monitor the simsubs that the Rogers computer is responsible for.

It's bizarre, but Rogers looks to be at fault here.

I've set recordings for CSI: Vegas tonight at 10PM on Global and CBS. I'm hoping to record both and compare.
No problems with CC on the recordings for these two programmes on the two channels. I did not watch the programmes other than to confirm CC.

Thus the Rogers Simsub computer only ruined the audio for some of the SD simsubs, while the HD broadcasts were perfect.
If Ignite viewers of CSI Vegas used the same HD affiliates that I did, yet still had audio problems, then obviously this might be a Rogers
Ignite exclusive problem.

CSI: Vegas on Global and CBC last night appear to not have any issues. Sound and picture were ok and CC was working.
