Different providers have different roaming partners sometimes. India is one of the worst countries to roam in due to there being so many regional carriers instead of national carriers. Is your device compatible with the roaming partner's network? Have you reached out to Customer Care to male sure roaming is enabled on your account and have you checked your devices settings to make sure doing is enabled on your device?
