Cell service used to be great but has deteriorated the past 2 years. For several months, service has often been one bar w many failed calls or "SOS" with no texts or calls

Have you reported this issue to tech support? You can check the network status and report the problem through the MyRogers app > Support tab > Network Aid. This can also be done online: Network Help & Outages.
