Is there something going on with the online manager? I've tried signing in multiple times, but all I get is that it's unavailable at the moment.

I have never found the online manager to be of any use for me recently, and I haven't used it in a long time, but I was just able to login without issue. I may have used it to set up voicemail forwarding to my e-mail many years ago...
Here are some tips when things go wrong with Rogers' websites. It's often the result of a corrupt cookie, or cache issue, or extension like an adblocker, etc. Try Incognito or Private mode, or whatever it's called on your browser because that bypasses the cookies:
