I've had a Rocket modem for 4+ years and with intermittent 'drop' issues decided to get a new modem. Despite these issues, I'd get 150mbps on my PC with no issues. Got the new modem, installed it and now i can't get above 5mbps. I thought it was a modem issue so got it replaced with another one and still in the same boat. I'VE TRIED EVERYTHING! Been on the phone with Rogers for a day, been messaging Windows 10 experts for a day - i've checked everything to no avail. Would appreciate any advice/help from anyone. I have a Dell Inspiron 3847 - 16GB dual channel DDR3 1600MHz (8GBx2) with 1 TB 7200 rmp hard drive.

@lolacrnko what modem do you currently have?
If its a black Hitron modem, rectangular, stands vertically, the modem model can be found on the back of the modem on the product sticker.
If its a white modem then its the Hitron CODA-4582.
If you signed up for the new Ignite TV service, then its an XB6 modem, where the modem model is on the bottom of the modem. It will either be an Arris TG-4582ER, or a Technicolor CGM-4141ROG.

Ok, its one of the CGN3 series modems. It would be useful if you could look at the back of the modem and let me know exactly what model it is. There are a few, CGN3, CGN3ACSMR, CGN3ACR, CGN3AMR, and probably a couple others.
@lolacrnko can you log into the modem and have a look at the Software (firmware) version that is loaded. It will be displayed on the STATUS page which is displayed when you log into the modem. Please let me know what version is loaded.
Then, navigate to the STATUS .... DOCSIS WAN tab. Select the Downstream and Upstream table so that you can copy it. I think on that modem its all one table from top to bottom. Select, or highlight the entire table, right click .... Copy. Then in a new post, right click .... Paste.
Thats the first steps, take a look at the firmware version and the signal levels, and then go from there .......

Okay - the model is CGN3ACSMR and the Hardware version is 1A and Software version is 4.5.8.40.

@lolacrnko can you delete the IP Address and Gateway IP Address from the post please.
Your signal data doesn't look bad from what I can see. The upstream signal levels are slightly low for this modem, but not by much and there shouldn't be any issue with where they currently sit. Normally the upstream runs in the 36 to 40 dBmV range, so, yours should be ok. The target power levels on the downstream side are 0 dBmV with a signal to noise value in the 36 to 40 dBmV range. So, your downstream power levels are a little high, but their absolutely fine where they are.
Ok, so, looking at the thread title, its just the Windows pc that has the problem? Have a look at the following MIcrosoft page and then have a look at the Receive Window Auto-tuning level:
This might be the problem. There is another thread here somewhere with the same issue, slow data rates on a Windows pc. It would appear that the Windows updates are nuking the Receive Window Auto-tuning level for some reason. If this is disabled, you can set it to normal or even to experimental to resolve the issue. If you have to do that, run a speedtest after you change the setting to see where you're at.
