I have no idea. (I am an Ignite TV/Internet customer and have a different modem. Was hoping that somebody else could have either confirmed that they see the same or explain what it means.)
Here are the known, documented states for the modem's Downstream LED indicator:
Green-Blinking: The modem is searching for the downstream frequency.
Green-Steady: Downstream frequency is locked. (1 channel only)
Blue-Steady: Downstream frequency is locked. (channel bonding)
Cyan-Steady: DOCSIS 3.1 OFDM
Off: Not scanning.

There is no mention of a White LED state. If I had to guess, "Cyan-Steady" might actually be a blue and white LED combined, and perhaps your blue LED failed.
