I just contacted Rogers to ask them to deactivate the who called feature and I was told they can't deactivate that without deactivating my whole value pack. So, no go. Irritating.

What a completely useless post.
There are other people who need to know how to turn off this completely useless service, yet you chose to keep the information private.
I guess I expect nothing less of Rogers.

I'm sorry to say but that is false information the agent told you. The agent should be able to go into the value pack add-on, and exclude just the built-in who called feature, you would still pay the same price but one less annoying feature.
You should call back and ask to speak to a supervisor and put in a complaint about the agent who told you that, he obviously did not want to help you or do his job properly and he should be coached so he does not make the same mistake to other customers. I do not work for Rogers but even I know it can be done.

Your question was answered above, by the way I do NOT believe you get charged for receiving text messages generated by the system, or even any message when you are out of the country (roaming) however since I do not work for rogers I would wait until a social media expert from Rogers chimes in to confirm this.
