iPhone 7. Why can I not make calls when away from my home network? What should be the phone’s settings to enable this?

As long as you have an active cellular subscription, your phone should be able to make calls away from your home network by default.
To restore your cellular settings, go to Settings > General > Reset > Reset Network Settings.

Thanks so much Roger. I’ll certainly see if your suggestion does the trick. Several times now I’ve found the need to use the phone in order to gain entrance to a business, dentist, whatever and the phone will not make the call leaving me to bang on the door to get attention.
