Have you paired your Apple Watch to your iPhone via Bluetooth before you started the activation process?
To be able to further assist you, we'll need a tad bit more information from you:
What is the model of your Apple watch and iPhone? Are they both updated to the latest iOS version?
Make sure that your iPhone and Apple Watch are signed into the same Apple ID and that your Apple Watch is connected to a data (cellular) or Wi-Fi network.
Was your phone previously paired to a different Apple Watch?
