I have ben over charged three time and finally leaving rogers services forever:
1. I took a used iPhone 12 pro max from rogers for half the prices and i was told that if setup is done by agent one time $50 will be deducted from account but will be refunded next time. I contacted three time and i was assured that it will be refunded buy never refunded.
2. Two times I have some how been charged hefty amount for international WhatsApp calls.
3. now fourth time I am bound to pay hefty to move my services to other wireless operator, because i have to pay balance for my phone as well.
Never every delayed even in single payment … Thanks...

I realize how inconvenient unexpected charges can be. Especially if there is a missing credit. We'd of course have to review your account to explain the billing.
As far as International calling charges are concerned, you can be billed for International calls if the call is connected through the Rogers network.
