2 years ago I cancelled my home phone line and cable package from Rogers. I didn’t notice they kept billing me $20/month the past 2 years until today when I checked the bill over an issue with my cell phone. There’s no usage under the home phone line the past 2 years cause I assumed it was cancelled. What can I do at this point? I understand the negligence on my part but I didn’t use the line nor did I have a phone connected. It’s just $20 in charity per month I’ve given rogers for no reason.

You can contact Rogers and depending on the CSR you'll probably be able to get a few months credit. If you're lucky, perhaps 6 months.
