I cancelled my roger mobile service already and still get billed after account was cancelled:
I called to Rogers wireless to cancel my account while i am in Asia. I left the country for goods and not planning to go back anymore. The agent on the line helped me to cancel my mobile service and number and was billed for $28. I paid on the same day that i cancelled my account. On August 23, rogers wireless billed me again for $19.15, saying they picked up signals while i am in Asia. I have other mobile phone to use in Asia and my phone with rogers were on flight mode since I checked in my flight on August 1st. So how exactly can you pick up any signals while i am on the plane and my phone was on flight mode all the time? You can go ahead and let collection agency to come after me.

Was your device off while on the place or did you restart it after arriving in Asia? There is a point on boot where the radio is active until the OS loads, which might explain how that happened. $19.15 though makes me think it was more than just connecting to a tower. You might have had a text that didn't send prior to boarding the flight that or used some data briefly. Especially if you are using things like WhatsApp, that can turn off Airplace Mode and send calls and texts over data without even a notification, making them billable.
