What is the make/model of your PVR?  8300? 8642? 9865?  4K?  I assume you're talking about legacy digital cable and that you're talking about what is displayed on the front display of the unit - for example "-05-".  This usually indicates that the firmware download is not completing since it usually counts 01, 02, etc.  You may have a poor signal.

 

Unplug the box and see if it'll reboot properly when you plug it back in. Make sure the RF-coax is properly connected to the back of the PVR and at the wall.  If possible, temporarily move the PVR as close as possible to the demarcation point in your home where the cable comes in and remove any splitters or amps if possible.  This will usually give you a better/cleaner signal.  You may be able to check the signal as outlined in the following FAQ:

Be advised that Rogers will likely not provide any troubleshooting for legacy digital cable customers as all are being migrated to IgniteTV by the end of 2023 or early 2024.
