Upgrade tv/internet but odd express set up fee of $240

I tried to do online a plan change for intenet/tv...when it comes to final step before submitting.. a square shows an "express setup fee of $240"..
I called in and after 40 minutes agent couldn't figure it out either...said I could proceed and look into waiving later.( i declined to be safe)
Anyone have any ideas what this express setup up fee is?.sounds like a glitch to me

Spoke to another agent today..he said it was early change fee 20 per month..tried to get it waived..manager.said no.
I told them to label message properly, like cell phone changes..
Odd thing is they promoted this as a special offer to me..but it's not..

It was resolved on my end with second call and manager intervention.
But Rogers has some serious issues with their app/website which leads to total.customer confusion and even rogers agent confusion.
