Temp cable running from Flush to Grade Pedestal on my lawn to neighbours houses

It's been quite a few months now that Rogers techs came out and replaced two neighbours cable lines with temp cable running from the Flush to Grade Pedestal on my front lawn up a No Parking sign I also have on my lawn, which then runs connected to their houses. I told my adjacent neighbour to call Rogers to have her temp cable replaced with a "permanent" cable, but to no avail... while the other house is rented out to a family who are quite rude and practically impossible to talk to.

*Could someone FINALLY come out and replace those cables, PLEASE? I'll be honest, it is quite a pain to mow my lawn and I have to be careful not to cut the cables with either my lawnmower or trimmer.
