In the past couple of weeks, I have received two emails saying "Visit MyRogers to view your special offer and upgrade to an Ignite Bundle." The link opens My Rogers, but I see no offers. (Yes, I am logged in.)
Would I do better phoning Rogers to see whether there is some retention offer for existing customers?

Based on this and other recent posts you've made, there may be something blocking the information you're looking for - cart or pop-up. Have a look at the following post regarding things that cause problems with Rogers website - like adblockers, popup blockers, etc.
PS. The prices of IgniteTV packages are not very flexible these days. Large "retention offers" are no longer available, although there is room for some minor negotiating.
